I have discussed this with Mr.Bigg. The main

factors seem to be

(1) Miss Johnson has not been able to state anywhere

either verbally or in writing, that she is definitely going out to Hong Kong to marry Mr.Ting.

has no means, has no job, and unless Mr.Ting marries

(2) In fact, Miss Johnson does not need to apply for any further endorsement on her existing passport ishe desires merely to visit or live in Hong Kong, and presumably, if she wants to go to China the grant of the necessary visa would not be the concern of

any British authority. She could, however, be exclud-

ed from Hong Kong under one or all of Sections 4 (1) (b), (c) and (h) and Section 10 of Hong Kong Immigra- tion and Passport Ordinance No.8 of 1934, and I think the Hong Kong Government would wish to exclude. We
